
Director of IT Network Operations and Security
GENERAL RESPONSIBILITIES:
The position of Director of IT Network Operations and Security at Whitney Young Health (WYH) fulfills a leadership role in directing the operational and security activities of the Information Technology department. Contributes to the development of the technological direction of the company and responsible for executing that vision. Assists in the preparation of budgets for programs and projects, purchases and upgrades equipment. Supervises IT Specialists, and supervises IT-related projects. Improves the operations and security of Whitney Young Health (WYH) in support of its stated mission. Please note this is an on-site, in-person role.
SPECIFIC RESPONSIBILITIES:
Network Performance
- Analyze I.T. infrastructure and systems performance to assess operating costs, upgrade requirements and other needs to identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing and purchasing.
- Ensure continuous delivery of IT services at all WYH sites through oversight of service level agreements with third-party vendors and service providers and monitoring of IT systems performance.
- Perform management activities such as design, implementation, monitoring, capacity planning, scalability testing, fail-over testing, backup/recovery planning, disaster recovery and performance and security baselines to ensure critical WYH systems and technical infrastructure run at peak performance, with appropriate security patches.
- Develop/Maintain efficiency standards and provide recommendations for improvement of WYH I.T. infrastructure.
- Create and regularly evaluate process, quality control, and configuration management documentation.
- Perform server administration tasks, including user/group administration, security permissions, group policies, print services, research event log warnings and errors, and resource monitoring, ensuring system architecture components work together seamlessly.
- Maintain WYH internal infrastructure requirements including, laptop and desktop computers, servers, routers, switches, firewalls, printers, phones, security updates; support internet, intranet, LANs, WANs, and network segments.
- Work with WYH operational and support and areas and IT Project Manager to effectively plan and execute implementation, upgrade and retirement activities for all WYH applications to minimize impact to WYH staff and customers.
Network Security
- Research and document security best practices to proactively identify security gaps including vendor review, technology evaluations, demos, and proof of concept trials.
- Oversee security of all WYH systems, networks, and enterprise information, deploy and support data protection monitoring and prevention tools, develop/maintain back up and business continuity protocols in the event of emergency situations or data loss and monitor and implement security and disaster recovery planning.
Help Desk
- Manage WYH help desk to assist in troubleshooting, identify root cause, and provide technical support to assure help-desk functions are provided in an effective manner to all WYH network users.
General
- Collaborate with the CIO to establish IT departmental goals, objectives and operating procedures consistent with the WYH Strategic Plan, Mission and Vision.
- Collaborate with the CIO to prepare annual budget for IT, to include all products or items needed to facilitate the IT operations of WYH.
- Supervise recruitment, development, retention and organization of IT staff in accordance with budgetary objectives and personnel policies.
- Participates on all committees as requested and directed by the CIO.
- Demonstrates excellence in both internal and external customer service.
- Understands and is able to effectively communicate HIPAA compliance, corporate compliance and client confidentiality.
- Ensures and/or remains in compliance with local, state, and federal regulation, i.e. DHHS HRSA and NYSDOH, and all accreditation standards (e.g. Joint Commission and NCQA-PCMH).
- Adheres to the National Patient Safety Goals as defined by the Joint Commission and Whitney M. Young Jr. Health Center.
- Completes other duties as assigned.
MINIMUM QUALIFICATIONS:
Minimum of a Bachelor’s Degree in Computer Science, Information Technology or a relevant field and at least five (5) years of experience as an IT professional or a graduate degree in IT with at least three (3) years of relevant IT experience, preferably in a health care setting. Minimum of two (2) years of experience supervising staff. Proven aptitude in IT planning, organization and development.
Strong understanding of computer systems characteristics, features and integration capabilities. Critical thinking and problem-solving skills.
PREFERRED QUALIFICATIONS:
Graduate degree in IT with experience in a health care setting. CompTIA, ITIL or other relevant certification. Experience with direct management of a major IT operation. Past experience with electronic health records, Experience in project management, application design and integration, and cloud computing. Expertise in creating, analyzing, and repairing large-scale distributed systems, creating volumes, assigning to servers and remote replication. Strong project and technical management skills.

Salary range: $92,000 - $105,000 annually
