Pay Rate: $40-$55 per hour

Position Summary:
The Director, Loan Fund Operations is responsible for administering and managing the Chamber’s loan funds, including underwriting, servicing, compliance, and reporting. This role ensures that loans are processed efficiently, analyzed rigorously, serviced responsibly, and managed in full compliance with federal regulations and internal policies. The Director serves as the primary steward of loan fund performance, regulatory integrity, and borrower relationships.

Key Responsibilities:

Loan Origination, Underwriting & Analysis
• Lead the underwriting process for loan applications, including financial statement analysis, cash flow projections, collateral evaluation, and risk assessment.
• Develop, maintain, and refine underwriting guidelines, credit policies, and scoring models.
• Conduct comprehensive due diligence on borrowers, including credit history, business plans, management capacity, and market conditions.
• Provide technical assistance and guidance to applicants to improve loan readiness and financial literacy.
• Prepare clear, data-driven loan recommendations for review by loan committee.

Loan Servicing & Portfolio Management
• Build and maintain relationships with borrowers, lending partners, and community stakeholders.
• Oversee all aspects of loan servicing, including account maintenance, borrower communications, and customer service.
• Monitor portfolio performance and proactively manage delinquencies, defaults, restructures, and workout strategies.
• Coordinate with legal counsel, collections teams, and external partners on enforcement actions when necessary.
• Ensure accurate, complete, and up-to-date loan documentation and servicing records.
• Ensure timely communication with borrowers regarding payment schedules, account status, and support resources.
• Implement and manage loan servicing software and operational tools to improve efficiency and compliance.

Compliance, Regulatory Oversight & Reporting
• Ensure full compliance with all applicable federal lending regulations, funding agreements, and the adopted Revolving Loan Fund (RLF) Plan.
• Prepare and submit required federal reports, disclosures, and certifications.
• Stay informed of regulatory and policy changes and update internal policies accordingly.
• Serve as the primary point of contact for federal oversight agencies, auditors, and funding partners.
• Prepare financial, impact, and compliance reports for funders, regulators, and committee members.
• Coordinate with legal and compliance teams to ensure audit readiness and respond to oversight inquiries.
• Support internal and external audits and implement corrective actions as needed.

Qualifications:

Education & Experience
• Bachelor’s degree in Finance, Business Administration, Economics, or related field (Master’s degree preferred).
• Minimum 5 years of experience in lending, credit analysis, loan servicing, or financial program administration.
• Experience with federal lending programs or regulatory compliance frameworks preferred.
• Experience with community development, small business lending, or revolving loan funds is a plus.

Skills & Competencies
• Advanced financial analysis, credit underwriting, and loan structuring skills.
• Strong working knowledge of federal lending regulations and compliance requirements.
• Experience using loan servicing systems and managing borrower communications.
• Excellent written, verbal, and presentation skills, with the ability to explain complex financial concepts clearly.
• Strong organizational skills and the ability to manage multiple priorities independently in a fast-paced environment.
• High level of integrity, attention to detail, and sound professional judgment.
